As Abu Dhabi Customs accelerated its digital transformation, maintaining consistent quality, reliability, and customer confidence across an expanding portfolio of digital services became increasingly complex. Traditional quality assurance practices varied between projects, often identifying issues late in the delivery lifecycle, increasing operational risk, support demand, and customer impact.
To address this challenge, the Quality Assurance (QA) team designed and implemented the Digital Assurance Excellence Framework (DAEF) - an enterprise-wide quality governance model that transformed quality assurance from a project-level testing activity into a strategic capability supporting every stage of digital service delivery.
The framework introduced standardized quality assurance processes, mandatory quality gates before production deployment, structured test planning, risk-based validation, comprehensive functional and regression testing, and clearly defined governance and approval workflows. By embedding quality assurance throughout the software development lifecycle, DAEF established a consistent, repeatable approach for delivering reliable digital services while fostering stronger collaboration between business stakeholders, developers, project managers, and QA specialists.
The results were immediate and measurable. Within the first year of implementation, total production incidents and service requests decreased by 51%, dropping from 3,339 incidents in 2024 to 1,639 in 2025. Incidents related to TAMM services were reduced by 50%, while service requests declined by 76%, from 274 to 67. These improvements saved approximately 3,400 staff hours, enabling technical teams to redirect efforts toward innovation, service enhancement, and the delivery of new digital capabilities.
The framework also delivered significant improvements in customer experience. Customer Satisfaction (CSAT) increased from 94.72% to 97.17%, Customer Effort Score (CES) improved from 95.95% to 97.61%, and Net Promoter Score (NPS) rose from 60% to 92.48%. Customer feedback consistently highlighted faster issue resolution, improved system stability, and greater confidence in Abu Dhabi Customs' digital services.
Today, DAEF serves as the enterprise standard for digital quality assurance within Abu Dhabi Customs. More than a testing methodology, it represents a sustainable governance model that improves operational efficiency, strengthens customer trust, reduces organizational risk, and establishes a scalable foundation for future digital innovation.
