The project addresses the fragmentation caused by the proliferation of separate public service platforms. The development team spent considerable time organizing cross-departmental resources across the Taichung City Government, unifying disparate databases via API architectures to build a "single portal" smart city app: TCPASS.
System development involved data standardization, integration with private payment options and taxi fleet platforms, and flexible cloud architecture deployment to ensure stability under high-concurrency traffic. "Payment Pass" aggregates local taxes and private payment options, while "Service e-Counter" consolidates online applications, reducing time spent searching across different websites. Paperless initiatives extend to major events and public welfare policies: the Taichung Shopping Festival manages invoice registration, prize draws, and prize claims entirely online, while "Maternity Ride" connects eligibility verification with trip redemption, eliminating the need for physical card applications and transit back and forth.
The project achieved over 3 million downloads and 1.96 million registered members. TCPASS transforms complex administrative procedures into a user-friendly, handheld experience, setting an efficient and sustainable benchmark for smart city digital governance.
