Customs Sign Language Dictionary

The project aims to develop a specialized Customs Sign Language Dictionary to enhance communication between customs personnel and individuals with hearing disabilities, while promoting inclusive and accessible customs services.

The current phase focuses on creating a digital visual repository of customs terminology in sign language, serving as the first specialized reference of its kind for customs operations. This repository will enable customs employees to learn and use standardized sign language terms relevant to customs procedures, inspections, declarations, and border operations, facilitating direct and effective communication with people of determination who have hearing disabilities.

A printed version of the dictionary will be developed in a later phase following the completion of the digital platform, expanding accessibility and providing an additional field reference for customs personnel and stakeholders.

The project also includes producing instructional video content in collaboration with certified sign language specialists and customs subject-matter experts. Selected content will be shared with the World Customs Organization (WCO) to support international efforts aimed at strengthening accessibility and inclusion within customs administrations worldwide.

Based on benchmarking conducted across leading customs administrations, international organizations, and available accessibility resources, no comprehensive customs-specific sign language dictionary has been identified. As a result, this initiative represents a pioneering and potentially first-of-its-kind solution within the global customs community.
