Strategic Planning -From Framework to Institutional Practice

Hanein Rashed Al Yammahi's contribution at Dibba Municipality, Fujairah, rests on one consistent capability: using strategic planning to build institutional systems from the ground up, designing new functions rather than operating within existing ones.
Governance as Strategic Design. She established the Governance Department as a new institutional function, proposing its organisational structure in 2021 and authoring the policy framework that followed. She reviewed and audited 27 policies, 22 approved by senior management and 16 now published on the municipality's official website, and developed and audited 20 operational manuals, 12 of which are fully implemented. Appointed a Judicial Officer in 2023 and trained in Internal Audits, she anchored a regulatory monitoring system inside the municipality's annual strategy.
Innovation Methodology. Her Innovation Framework connects employee ideas to strategic objectives, supported by the "You Are an Innovator" platform and by the Innovation, Knowledge Management, Intellectual Property and Future Foresight policies she authored. She delivered "Dibba Tabtaker 2023", the municipality’s first innovation exhibition, convening 35 partner organisations: 15 startups, 7 schools, 5 companies, 5 government entities and 3 higher-education institutions.
Records Infrastructure. She established the Document Management and Archive Unit, moving the municipality from manual to electronic archiving, and designed the complete 51-user structure aligned to e-Government correspondence requirements. In March 2026 she was nominated as Dibba Municipality's specialist Coordinator for Documents and Archives; since 2023 she has served on the Fujairah Government task force developing the emirate-wide Electronic Archiving and Correspondence System.
Institutional Excellence. Reflecting her professional excellence and leadership impact, Hanein was nominated by her organisation as a Government Excellence Ambassador in 2023. In this capacity she promotes a culture of excellence and serves as the strategic liaison and key coordinator between Dibba Municipality and the Fujairah Government Excellence Programme, ensuring alignment and advancing institutional excellence standards at the highest levels. She was formally recognised for her contribution to the municipality's ISO 14001 and ISO 41001 certifications.
Beyond her executive role, Hanein is committed to professional development and community contribution through her active membership in the Emirates Intellectual Property Association (since 2023) and the Emirates Association for Strategic Planning and Future Foresight.
